Obstacles Persist for Aid Distribution in Gaza City Regardless of Ceasefire

While the border entry point at the Egyptian border becomes operational in the coming days, aid groups confront major difficulties delivering supplies to the northern region, the area most severely affected by hunger, according to experts.

Access Challenges

Primary highways are almost unusable due to widespread damage across the conflict-affected area – or continue to be controlled by security personnel. Any truck that breaks down is probably will be quickly plundered.

Zikim, the main entry point to the northern territories, damaged by 24 months of war, has been shut down for multiple weeks, and government representatives have notified aid groups in Gaza that there are no short-term arrangements to activate the entry location, according to relief personnel.

Devastation in Gaza City

The main city was the objective of a large-scale military operation begun in August that was continuing when the peace agreement was finalized a week ago.

Devastation in the northern region has been widespread, with entire towns including Beit Lahiya and adjacent communities in ruins as well as many of the peripheral zones of the urban center.

"Any opening of a border point into Gaza is positive, but we need to guarantee we can help civilians where they are," stated a senior director from a humanitarian organization.

Humanitarian Circumstances

Witnesses said many of the estimated 300,000 people who have come back to the northern region from the overcrowded coastal zone where they had been sheltering during the armed conflict were now "living" among the destruction of their homes, often without any housing and with insufficient food or water.

An official from an international organization said the devastation in the northern territories was "overwhelming".

"It is block after block, home after home ... there is massive desperation for drinking water. Conditions are severe. We need each access route operational," the representative, who was in the northern city earlier this week, said.

Limited Access

An organization head located in Gaza City said the needs in what used to be the territory's thriving business and cultural hub were "immense".

"People have positive expectation and hope but there needs to be rapid progress on the border points. We didn't witness any significant change on the situation yet," the representative stated.

"We are still getting a very limited amount of aid [and] we are now commencing to understand the degree of destruction. Multiple thoroughfares are just full of rubble ... there is scarcely a building that is undamaged. There remains harm and unexploded bombs across the region."

Ongoing Developments

In recent days, aid agencies said limited amounts of necessary propane came into Gaza for the first time in multiple months, along with consignments of grain products, grains and fresh vegetables. The recent deliveries sent prices in markets falling.

At a mid-region location, a civilian said there had been certain progress since the truce.

"Commercial areas are containing food, fresh goods, and fruits, although the costs are continuing to be expensive and not affordable for everyone," the resident stated.

Winter Preparations

"The primary requirements at present, specifically due to the arrival of colder weather, are to have a temporary housing to protect us from the cold and cold-weather clothing because the markets do not have sufficient clothing for us or, if they exist, they are extremely limited and prohibitively costly."

Nine organization-assisted food preparation facilities in mid and southern regions have begun working again since the ceasefire.

Assistance Delivery

Transport were stated to have passed via the Kerem Shalom crossing through Israeli territory to Gaza during the week, though precise counts were unclear.

The country's media outlet reported that recent assistance transports would include food, healthcare equipment, fuel, propane and tools to repair crucial facilities.

"Relief supplies remains flowing to the Gaza territory through the humanitarian corridor and additional routes after safety verification," an Israeli security official said.

Allocation Complications

But tracking the quantity of vehicles could be inaccurate, advised a specialist from a humanitarian organization. "It's crucial to understand what is in the transports and their loading status for it to be a really meaningful metric," the representative added.

Private companies are transporting convoys of vehicles carrying confectionery, fizzy drinks and snacks, which have poor dietary quality, while critical care for children or others who have been without sufficient nutrition for two years are unavailable.

Treatment Conditions

In Gaza City, only seven nutritional outpatient clinics are operating, compared with many in summer.

Various groups have millions of dollars worth of supplies stored near the territory awaiting entry. An international organization assisting local residents across the territory for many years has extended provisions of food for the entire population ready to be transported.

"We possess the resources, the equipment and the expertise ... we just need the entry," said a relief official, recently returned from Gaza.

Political Aspects

An international initiative specifies that "comprehensive" aid should be delivered to Gaza and be allocated through international organizations and the Red Crescent, without obstruction from any armed factions or government forces.

This seems to prevent the debated authority-approved aid group which began operations in May, resulting in chaotic scenes and hundreds of deaths as large groups of people gathered around its aid locations.
