Kristi Noem Tours Portland ICE Facility Amid Right-Wing Figures

The South Dakota governor, currently serving as the head of the Department of Homeland Security, conducted a tour the Immigration and Customs Enforcement (ICE) location in Portland on Tuesday. During her visit, she witnessed a small protest outside, which stands in stark contrast to the intense "blockade" described by former President Donald Trump.

Accompanied by Conservative Influencers

Governor Noem was escorted by a trio of MAGA-aligned personalities who were whisked from the local airport to the site in her motorcade. DHS has published escalating social media content depicting federal agents carrying out immigration raids and firing tear gas at protesters.

Demonstration Details

Portland police established a perimeter outside the ICE office in the Portland's waterfront district before the secretary’s appearance. A handful protesters, including one wearing a costume of a fowl and another as a shark, were maintained behind barriers.

Music blared from a gathering spot down the street, with a refrain referencing the former president and controversial documents. Someone called out to a federal recorder recording from the roof, challenging whether the DHS had been dubbed the "propaganda department".

Reporting Details

Journalists from mainstream news outlets were also kept at the barrier outside, while the MAGA-aligned figures in the secretary's group—Benny Johnson, Nick Sortor, and David Media—posted digital content of the Noem conducting federal personnel in religious observance inside, delivering a motivational speech, and advising a member of the militia to "Prepare".

Legal and Political Context

Governor Noem has repeated the former president's allegations that the group of individuals—who have gathered in their small numbers outside the ICE facility since June, including one in an frog outfit—are "terrorists" who have placed the building "under siege", making the deployment of federal troops necessary.

Yet, on Saturday, a U.S. judge in the city blocked Trump’s effort to nationalize Oregon’s National Guard, stating that the his allegations that the generally nonviolent city was "in flames" were "without evidence".

A day later, the same judge, the magistrate—who was appointed to the court by the former president—extended the decision to prevent National Guard troops from any jurisdiction from being sent in Portland. The judge ruled after the former president responded to her first order by trying to deploy members of the California National Guard to Oregon.

Increased Confrontations

Since the former president drew attention the small but persistent gathering outside the office and made false claims that Portland is "in a state of war", a growing number of his supporters, including MAGA influencers, have turned up to face the protesters.

Several of these clashes have led to fights and fistfights, leading to arrests by the Portland police. Nick Sortor was among those arrested after he sought to enter a demonstration site on a walkway near the site and was engaged in a fight over an national banner. Sortor had before seized the banner from a protester who was destroying it.

The charges against him were later dropped after an protest in conservative media prompted the leader of the legal unit of the Justice Department, Harmeet Dhillon, to suggest a review of the Portland Police Bureau over alleged partisan treatment.

Female protesters the influencer was arrested for fighting with still face charges.

Government Statements

Recently, Governor Tina Kotek, she, alleged DHS agents in the office of trying to provoke the protesters by using unnecessary levels of tear gas in a residential neighborhood and including right-wing personalities to record the gathering from the top of the facility. "Their actions are meant to provoke," the governor stated.

A trio of those conservative influencers were mentioned in a police report last month as "opposing demonstrators" who "constantly return and provoke the individuals until they are confronted or pepper sprayed" and refuse "repeated advice from police to stay away from" the protesters.

Social Media Updates

One influencer, a former journalist who changed careers as a partisan figure after being dismissed from a media outlet for plagiarism, published video of Noem viewing from the top of the ICE facility at the limited number of demonstrators below, including Jack Dickinson who sports a chicken costume to ridicule the former president. He described the clip of her inspecting the calm environment below: "Governor Noem faces off against radicals and a chicken-clad individual".

Despite the disconnect between the assertions from both officials that this site is "under siege" from "radicals" and obvious footage of a limited group of individuals in harmless costumes, the influencers with her continued to refer to the protesters as dangerous radicals.

Official Engagement

During her visit, Noem also engaged with the law enforcement head, Bob Day, who has been caricatured as "liberal" in right-wing outlets for authorizing his personnel to apprehend Nick Sortor. In a social media update on the engagement, Benny Johnson stated that the chief had "sided with violent ANTIFA militants confronting journalists and officers outside ICE facility".

Her security detail then left the office past a small group of demonstrators on the street outside, including one dressed as a bear wearing a hat.
